How to fix it

Compare the agency ID with route assignments and the intended export scope.

Restore missing routes or correct their agency references. Remove the agency only after checking other dependencies and confirming it is no longer needed.

After a repair, rebuild the archive and validate it again. Confirm that the affected records are correct and that no new related notices appeared. A reviewed warning or informational notice may remain when it describes intentional, supported data.
