    Check from_leg_group_id and to_leg_group_id in the reported row.

    Clear transfer_count for a rule between different leg groups. If the rule is actually within one group, correct both IDs to that group and supply its real allowance.

    Check the result

    After a repair, rebuild the archive and validate it again. Confirm that the affected records are correct and that no new related notices appeared. A reviewed warning or informational notice may remain when it describes intentional, supported data.
