The from/to leg-group IDs are equal, but transfer_count is empty.

How to fix it

    Find the reported row in fare_transfer_rules.txt and confirm the leg-group IDs.

    Set the actual positive transfer count, or -1 if unlimited. If the IDs are wrong, correct the groups first.

    Check the result

    After a repair, rebuild the archive and validate it again. Confirm that the affected records are correct and that no new related notices appeared. A reviewed warning or informational notice may remain when it describes intentional, supported data.
